Thousands of Young People Set to Benefit from New Support Into Work and Training

Thousands of young people across England will receive targeted help into work or training through a new £45 million government scheme – the Youth Guarantee – launched by Work and Pensions Secretary Liz Kendall.
Liverpool City Region is one of eight trailblazer areas and will receive nearly £5 million to support 18 to 21-year-olds most at risk of falling out of education or employment.
Support will include access to training, jobs, mental health services, free travel, and financial advice.
The initiative aims to break down barriers to opportunity and prepare for a national roll-out.
Liverpool will work with over 600 employers and expand its BeMore careers portal. A youth panel will also help shape decisions.
Liz Kendall said:
"Young people are our future. We’re investing in them so everyone has the chance to earn or learn."
Launched at a major careers fair at Anfield, the scheme brought together around 1,000 young people and 40 employers including Google, John Lewis, and Liverpool FC Foundation.
Mayor Steve Rotheram said:
“Too many young people are held back by lack of opportunity, not talent. We're changing that.”
Real-life success stories show the impact of targeted support:
- Ethan, who has cerebral palsy, secured a job with the Civil Service.
- Luke, now working at Liverpool FC, benefited from an apprenticeship scheme.
- Ellie, supported with mental health resources, is now employed at the DWP.
The programme is part of the government’s wider Plan for Change, which includes £1 billion for disabled and long-term unemployed workers, and major Jobcentre reforms.
Trailblazers are also underway in London, the West Midlands, and other regions, while nine additional projects will tackle economic inactivity in areas with the greatest need.
Youth Employment UK CEO Laura-Jane Rawlings said:
“This is critical support for those who face the biggest barriers – especially care leavers.”
Sarah Yong of the Youth Futures Foundation added:
“We look forward to learning from these pilots to shape a nationwide offer.”
